Genesis 9:12-17 (NIV)

12 And God said, "This is the sign of the covenant I am making between me and you and every living creature with you, a covenant for all generations to come: 13 I have set my rainbow in the clouds, and it will be the sign of the covenant between me and the earth. 14 Whenever I bring clouds over the earth and the rainbow appears in the clouds, 15 I will remember my covenant between me and you and all living creatures of every kind. Never again will the waters become a flood to destroy all life. 16 Whenever the rainbow appears in the clouds, I will see it and remember the everlasting covenant between God and all living creatures of every kind on the earth." 17 So God said to Noah, "This is the sign of the covenant I have established between me and all life on the earth."

I wonder why the rainbow is the sign of the covenant God has established between Him and all life on the earth in this passage. But I guess it helps Him to remind himself not to wipe out everything on this earth out of anger in regards to His people... In a similar way, I think the cross is the sign of covenant between God and us now. Whenever we sin toward Him, He remembers the cross that re-established our relationship to Him. We should sincerely ask ourselves how much appreciation we have toward Christ's sacrifice for us everyday.

The rainbow is interesting. Rainbow appears when light is bounced off of moisture in the air. It is a perfect thing for representing a covenant with God.

Due to immense rain, I'm sure there were still vast moistures left in the air. Thus rainbow appearing. It is interesting that we can only see the rainbow when light reflects water. Water can symbolize death and light can be symbolized as good or God. When God's goodness reflects death, rainbow appears and shines. It is like our previous state. We were nothing but a dead being waiting for the judgment day like a water molecule floating around the air waiting to be dried out. But through God's love and grace, He shined his light onto us and His glory was revealed.
